For the second time this year, Julie Maxwell Allen was arrested and processed at police headquarters -- this time on charges of exhibiting a fraudulent document to a law enforcement officer, Police Chief Dean Ackermann said Monday.

Allen - publisher of Glen Rock News Today (formerly Banana Tree News) -- previously was charged with using a stolen credit card to cover traffic tickets, motor vehicle restoration fees and a new mattress.

"I was a victim of a scam," Allen, 48, told Daily Voice after that arrest three weeks ago. "I did not steal anything."

This time, she said she was the victim of a misunderstanding.

"I had canceled that insurance and gone with another," Allen said. "Because it was a download print and the cops called the insurance company and insisted they don’t have cards like that (which they do), they suspected fraud.

Allen was arrested again last week "when she attempted to obtain a release for her impounded vehicle using a fraudulent insurance card," said Ackermann, the police chief.

"The supervisor reviewing the release, Sgt. Bryan Scott, found the document presented did not conform to state standards and phoned the insurance carrier to verify the coverage," the chief said.

"Upon confirmation that no such policy existed, [Allen] was placed under arrest," he said.

She was released pending a Feb. 23 hearing in Central Judicial Processing Court in Hackensack.

"USAA also told them I did not have a policy with them on this vehicle -- not that I used to have one," she added. "I have a letter coming from USAA stating that I originally did have insurance with them."

Official news of Allen's recent run-ins with the law surfaced earlier this year.
